Tens of thousands have been forced to flee and on July 18 - the government banned food trucks from entering rebel-held regions. But the food situation has become so bad that it agreed to allow supplies to move again. This was the first convoy to be allowed through - 39 trucks loaded with sacks of rice, sugar and wheat flour. Security was tight and a soldier rode in each cab The trucks did not travel all the way to the rebel held areas. Beyond the checkpoint they came to a large marshalling area where the cargo was transferred to other trucks sent by the Tigers. Everything was done under the strict supervision of the military. For 13 years the Tamil Tiger guerrillas have been fighting to create a separate state in the northern and eastern parts of the country. The focus of that war has moved to Kilinochchi. The government bombardment has forced two hundred thousand people to flee their homes. A group of 135 - were the first to reach government territory last Wednesday. Some had been able to travel on tractors and ox-carts - others had walked the 20 miles (30 kilometres) to the checkpoint. They waited there for two days before the army let them through. They said the situation in the city was desperate. SOUNDBITE: (Tamil) "We can't stay in our homes because of the shelling. There is no-one at Kilinochchi." SUPER CAPTION: Kanagasabai Kailasapillai, Refugee He said thousands of other people were sleeping rough in the countryside and hundreds more are waiting to be allowed through the checkpoint. SOUNDBITE: (Tamil) "We have no water and no food. People are even living in the jungle." SUPER CAPTION: Kanagasabai Kailasapillai, Refugee The army is equally cautious about allowing people through the checkpoint the other way. Everyone who had been queuing up earlier in the day had to be searched and all of their belongings checked before they were let through. The Tigers' campaign has seen some spectacular successes - culminating in the attack on the army base at Mullaittivu on July 18 in which over 14 hundred soldiers were killed or captured. Now the army is taking the war to the rebels' headquarters. But it is the civilians who are bearing the brunt of the fighting. The crew, which included Jordanians, Egyptians and an Iraqi captain, left rebel-held territory on Monday morning on board five International Committee of the Red Cross vehicles, said rebel spokesman Daya Master. The convoy was filmed crossing the border from LTTE-controlled area to Sri Lankan government-controlled territory, at the village of Omanthe, 240 kilometres from Colombo. They arrived at a five-star hotel in Colombo after a 10-hour drive from the rebels' stronghold of Kilinochchi. Sri Lankan policemen cleared the hotel of journalists before the ICRC convoy arrived. A spokesman for the Sri Lankan Ministry of Foreign Affairs confirmed the crew members had arrived in Colombo. Hassen said the crew members will be handed over to the shipping company on Tuesday morning and plans made for their journey home. The Jordanian ship, the Farha-3, was carrying 14,000 tons of Indian rice bound for South Africa when it drifted into rebel waters on Saturday when the rebels boarded the vessel and took them to Kilinochchi. The Sri Lankan government described as "preposterous" the rebels' claim of control over the island nation's territorial waters, and on Monday filed a complaint with a Singapore-based anti-piracy organisation, accusing the rebels of forcibly boarding the ship. The rebels claimed that they had rescued the crew after the ship suffered engine trouble, a claim dismissed by a Sri Lankan navy spokesman. Navy spokesman, Commander D.K.P. Dassanayake, said the ship was 13 kilometres (8 miles) away from the shore when it developed engine trouble. The captain dropped anchor and engineers began working on the engine when the rebels went aboard. He said the rebels lifted the anchor and allowed the ship to drift closer to the shore, and the captain then activated the piracy alarm button. The Liberation Tigers of Tamil Eelam, which is fighting to create a separate homeland for Sri Lanka's 3.1 million ethnic Tamil minority, say they control waters around insurgent-held territory in the northeast, where they run their own administration. The rebels deny the charge that they had any ill intentions. They say they had boarded the ship to inspect it after it drifted into waters the rebels say they control. "We are having a political solution as soon as possible," he said There was no immediate response from the Tigers to Rajapakse's fresh peace overtures, and phone lines to their northern stronghold were out. A rebel leader had previously dismissed the president's call for disarmament as a "joke." Accompanied by army, navy and air force commanders and top defence officials, Rajapakse flew in a helicopter to Vaharai, part of a seaside stretch held by the Tigers for 11 years. In Vaharai, a village in Batticaloa district some 220 kilometres (140 miles) east of the capital, Colombo, Rajapakse travelled in an armoured personnel carrier as soldiers carrying machine pistols stood guard every few metres (yards). Rifles and anti-personnel mines believed left behind by fleeing rebels were shown to the president who also spoke with about 200 civilians. Some 12,500 people lived in Vaharai, mainly a fishing village. Rajapakse also took part in a religious ceremony at a makeshift Hindu temple and handed out gifts to families displaced by the fighting. Government troops captured a strategic seaside stretch that included Vaharai on January 19. Fresh clashes between government troops and Tamil Tigers broke out last year, undermining a Norway-brokered cease-fire signed in 2002. Rajapakse also visited Sampur village north of Vaharai, which in September became the first territorial change since the truce fell apart. Liberation Tiger of Tamil Eelam rebels have been fighting for an independent state for the country's ethnic minority Tamils since 1983 after decades of discrimination by majority Sinhalese.
